His legacy extends further to his cherished grandchildren, Lillian Vittitow and Keaton Vittitow, who brought him immense joy and pride. Billy is also survived by his beloved sister, Mable Morrell, who shared with him the bonds of family and memories of their upbringing in Virginia.

He was preceded in death by his wife, Wilma Bartley, whose companionship and love remained a constant in his life. Together, they navigated life’s challenges and joys, building a home filled with warmth and kindness.

A graveside service to honor Billy Ray and Wilma Kaye Bartley’s memory will be held at Kentucky Veterans Cemetery Central, 2501 North Dixie Boulevard, Fort Knox, KY 40121, on July 17, 2026, beginning at 12:30 p.m. Family and friends are welcome to attend and celebrate a life well lived.

Billy Ray Bartley will be deeply missed by all who were fortunate to have known him, but his legacy of love, dedication, and integrity will live on in the hearts of his family and friends.
